UAE Updates Fines for Emirates ID and Residency Visa Violations

The Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP) in the United Arab Emirates (UAE) has outlined various administrative violations related to Emirates ID cards, residency services, and foreigner affairs. Different fines apply depending on the type of violation, as reported by Gulf News. Here is an overview of the newly enacted violations and their associated fines.

Violations with a Dh500 Fine:

  • Submitting transactions that are not associated with the facility where the individual is employed.
  • Using e-Dirham (Fawry) for transactions unrelated to the individual’s workplace.
  • Not possessing the Emirates ID card when a representative submits transactions.
  • Violating operational procedures in service provision centers.
  • Not fulfilling pledges made to the relevant sector.

Violations with a Dh5,000 Fine:

  • Misusing the system.
  • Hindering the work of employees responsible for completing transactions.
  • Not cooperating with sector employees.
  • Failing to meet financial obligations resulting from provided services.
  • Issuing visas or entry permits to establishments that are inactive.
  • Delaying the registration and issuance of an ID card.
  • Renewing the ID card more than 30 days after its expiration date.

Other Fines:

  • A Dh100 fine for errors in application printing by system users.
  • A Dh3,000 fine for supplying incorrect information to service recipients.
  • A Dh20,000 fine for granting visas or entry permits to establishments that are not operational.

The ICP allows holders of Emirates IDs and residence permits to apply for renewal up to two months before expiration, given a valid reason. In special circumstances, permission from the Directorate of Residency and Foreign Affairs (GDRFA) can allow renewal six months in advance.

Exemptions from Fines:

  • No penalty for late renewal of an Emirates ID in the following cases:
    • If the ID expired after the holder left the UAE and remained abroad for more than three months.
    • If the passport was withheld due to a lawsuit, confirmed by a letter or receipt.
    • If the ID was not obtained before receiving Emirati citizenship and a family book.
