Can someone with a national visa (without a blue card, yet) write a letter of invitation for a visitor's visa for Germany?

A simple/private invitation letter is allowed from anyone legally staying in Germany, including those with:
National visa (D-visa)
Student visa
Work visa (not yet Blue Card)
Job seeker visa
Family reunion visa

As long as their stay is legal, they can invite someone.
This private invitation mainly states:
Who you are
Your legal status
Your address
Purpose of visit

This is different from a normal invitation.
A Verpflichtungserklärung (financial sponsorship document issued by Ausländerbehörde) may not be approved if the inviter:
Is on a short-term visa
Has insufficient income
Has no residence permit card yet
Cannot show stable financial ability
Many foreigners on a national visa waiting for a Blue Card can still get it, but approval depends on:
Monthly income
Job contract
Length of legal stay
Proof of residence registration (Anmeldung)
If the Ausländerbehörde accepts your documents, they will issue it; if not, only a private invitation is possible.
