Is a 491 Visa Competitive Compared to 189 or 190?

The Subclass 491 visa (Skilled Work Regional – Provisional) is different in nature from the Subclass 189 (Skilled Independent) and Subclass 190 (Skilled Nominated) visas, so its competitiveness depends on your situation and long-term goals.

• Subclass 189 visa is the most competitive because it is independent, points-based, and does not require state or regional sponsorship. Demand is high, and invitations are limited, which makes the required points threshold higher.

• Subclass 190 visa requires state nomination. It is less competitive than 189 but still in demand, as it leads directly to permanent residency. States have their own criteria, which can make it easier or harder depending on your occupation and profile.

• Subclass 491 visa is regionally focused and usually less competitive compared to 189 or 190. It requires either state/territory nomination or sponsorship by an eligible family member in a designated regional area. While it does not grant immediate permanent residency, it provides a pathway to the Subclass 191 Permanent Residence visa after at least 3 years of living and working in a regional area.

Key points of comparison:

189 visa: Very competitive, highest points needed, PR straight away.

190 visa: Competitive but more accessible with state nomination, PR straight away.

491 visa: Less competitive, easier to secure for many applicants, but provisional (5 years) with PR eligibility after 3 years in regional Australia.

So while the 491 is not considered “as competitive” as 189 or 190, it is often a more realistic and achievable option for skilled applicants who may not have enough points or opportunities for the other two visas.
