In Armenia, most visa holders can’t work without a work permit. Highly skilled professionals, business owners, and certain other workers don’t need a work permit. When a company wants to transfer employees, they need a work permit and sometimes a temporary residence permit. Whether you’re moving staff within the company, hiring locally, or using subcontractors, you need a work permit. The work permit is issued based on the employment contract’s duration, and the law says the employer must first try to find Armenian citizens for the job.

Employees working for a foreign company (still on that company’s payroll) usually don’t need a work permit.

If a foreign individual isn’t exempt from work permit requirements, the employer must request a work permit from the Ministry of Labour and Social Affairs (MLSA). The employee usually applies for a temporary residence permit to live and work in Armenia.
