IRCC Invites More PNP Candidates in Express Entry Draw

Immigration, Refugees and Citizenship Canada (IRCC) has issued 192 Invitations to Apply (ITAs) to candidates under the Provincial Nominee Program (PNP) in its latest Express Entry draw.

Designated as Draw #361, the round saw a Comprehensive Ranking System (CRS) cut-off score of 800, making it one of the toughest PNP-specific draws of the year. The score is the second-highest recorded in 2025, following a February draw that required a CRS of 802.

Growing Reliance on Targeted Draws

Throughout 2025, IRCC has leaned on a mix of PNP-specific and category-based draws to meet immigration targets. Beyond provincial nominations, invitations have also been extended to candidates with French-language proficiency and professionals in priority fields such as healthcare, STEM, skilled trades, agriculture, and education.

So far this year, IRCC has issued more than 53,000 ITAs across all categories, signaling its commitment to addressing labor market needs and regional priorities.

Rising Competition for Applicants

The elevated CRS thresholds highlight the increasing competitiveness of the Express Entry system. Candidates without provincial nominations or in-demand skills may find it more challenging to secure an invitation. Immigration experts advise prospective applicants to strengthen their profiles by improving language scores, gaining Canadian work experience, or securing provincial nominations.

As Canada continues to balance national and provincial immigration goals, experts expect targeted draws and higher CRS cut-offs to remain a central feature of the Express Entry system for the foreseeable future.
