In a major policy shift aimed at boosting foreign investment and strengthening its economy, New Zealand has unveiled a new Business Investor Visa (BIV), designed to attract experienced global investors and entrepreneurs. Applications will officially open in November 2025.
Two Investment Pathways
Eligibility & Requirements
Applicants must be under 55 years, demonstrate strong business experience, meet English language, health, and character standards, and show at least NZD 500,000 in personal funds. Businesses eligible for investment must have operated for at least five years and employ a minimum of five full-time staff.
Excluded sectors include franchises, fast-food outlets, drop-shipping, tobacco, adult entertainment, convenience stores, and immigration services, ensuring investments are directed toward sustainable enterprises.
Policy Shift
The BIV replaces the Entrepreneur Work Visa, which the government said had limited uptake and minimal economic benefits. Immigration Minister Erica Stanford stated that the initiative is aimed at creating “clearer and stronger pathways” to encourage active participation from investors, while generating jobs, innovation, and higher incomes for New Zealanders.
Visa fees are set at NZD 12,380 for the work visa stage and NZD 14,890 for the resident visa.
