Canada Stops Permits for Schools Not Tracking Foreigners

In a bid to address the misuse of study permits by international students, the Canadian federal government has announced stringent measures. Universities and colleges failing to monitor their international student enrollments will no longer have study permit applications processed under new regulations. These institutions must now report regularly to the Immigration Department on students’ attendance and compliance with study permit conditions.

To assist international students coping with increased living costs, the Canadian government has expanded allowable work hours from 20 to 24 per week. Additionally, students planning to transfer to a new school must apply for a new study permit prior to starting their new program.

To bolster oversight, all designated learning institutions (DLIs) nationwide are mandated to report their international students’ enrollment status to federal authorities. Non-compliance could result in DLIs having their study permit processing suspended for up to 12 months, ensuring accountability and active participation.

Moreover, institutions must authenticate each student’s admission letter with Immigration, Refugees and Citizenship Canada (IRCC) to prevent fraudulent admissions. IRCC will conduct random audits, requiring prompt confirmation of student admissions and registrations within ten days. DLIs found in breach of these guidelines risk public listing and may be prohibited from admitting international students.

These policy changes are projected to cost approximately $87 million over the next decade, covering expenses related to government enforcement, DLI compliance, and support for study permit holders changing schools.

Canada experienced a substantial increase in study permit holders last year, surpassing one million, marking the highest number since 2015. This surge highlights Canada’s appeal as a top destination for international students, prompting measures aimed at safeguarding the integrity of its educational system and supporting legitimate student immigration.
