
Portugal has announced the launch of a new visa category for skilled professionals looking to work in the country, replacing the previous work-seeking visa system. The initiative, introduced under Law No. 61/2025 and published in the Official Gazette on October 22, aims to attract qualified foreign talent to fill skill gaps in Portugal’s labour market.
According to the Portuguese Ministry of State and Foreign Affairs, all existing appointments under the old “work-seeking visa” have been cancelled. The new “skilled work-seeking visa” will prioritise applicants with recognized professional qualifications, technical expertise, or higher education credentials.
Visa application services for the earlier category have been temporarily suspended at Portuguese embassies and visa centres managed by VFS Global, BLS International, and TLScontact. Authorities stated that new application guidelines and eligibility criteria will be issued once the implementing regulations are finalised.
This policy reform aligns with Portugal’s broader economic strategy to attract foreign professionals in high-demand sectors, enhance productivity, and support post-pandemic labour market recovery.
The move is expected to create new opportunities for skilled workers from countries like India, where interest in European employment visas has grown steadily in recent years. The official rollout date and application process for the new visa will be announced soon.
