The United States has announced new visa rules requiring both immigrant and nonimmigrant applicants to attend interviews in their country of nationality or residence, in a move aimed at tightening the application process and improving security.

From 1 November 2025, immigrant visa applicants must appear for interviews at a US embassy or consulate within their designated consular district or home country. Only in limited cases—such as when a country has no functioning US consulate—may interviews be conducted elsewhere.

For nonimmigrant visas, the new rule takes effect earlier, on 1 October 2025. Applicants must schedule interviews in their country of citizenship or lawful residence. Those applying in a third country may face additional eligibility checks, and visa fees in such cases will remain non-refundable even if the application is denied.

According to the US Department of State, the changes are designed to streamline the visa process, ensure consistent decision-making, and strengthen national security. The department said exceptions may be allowed for applicants in countries where routine visa services are suspended, enabling them to attend interviews at designated regional posts.

The updated policy forms part of broader US efforts to modernize and secure immigration procedures, while maintaining transparency and fairness across all visa categories.
